As the cover of its annual demographics report, the Office of the Director of National Intelligence (ODNI) used a photoshopped stock photo.
Initially, the stock photo, titled “Portrait Of Multi-Cultural Office Staff Standing In Lobby,” simply showed a group of professionals. ODNI, after editing, added a clearly photoshopped blind man with a service dog and a woman in a wheelchair. Journalist Luke Thompson first noted the photoshop fail on Twitter.

ODNI’s report, titled “Hiring and Retention of Minorities, Women, and Persons with Disabilities in the United States Intelligence Community,” can not be viewed online, and the office has yet to comment on its use of the photo. ODNI is an agency that oversees activities within the Intelligence Community (IC).
The Director of National Intelligence is required to compose an annual “demographic report on the employment of minorities, women, and persons with disabilities.” The report “summarizes the aggregate representation of individuals employed in the Intelligence Community (IC), pay grade representation, hiring, promotion, and attrition of minorities, women and PWD within the IC.”
Avril Haines, Director of National Intelligence said in a statement alongside the report, “Promoting diversity, equity, and inclusion is fundamental to our democratic values and critical to meeting the IC’s mission. This takes work every single day. We are committed to doing more to address this critical issue and accelerate our progress.” Since 2016, the report has been published publicly, although it began in 1947.
